_unpackaged_files_terminate_build doesn't work if there are unpackaged exclude  files.

e.g. /usr/lib/llvm-12.0/bin/git-clang-format is unpackaged by mistake.

Expected: excluded files should be either removed manually or packaged somewhere else.
