В макросах прописан путь не допустимый с точки зрения rpm:

$ rpmquery apache2-devel
apache2-devel-2.2.8-alt5

$ rpm --eval %apache_moduledir
/etc/httpd2/modules

$ rpmbuild -bb apache2-mod_php5.spec 2>&1 >/dev/null |grep ERROR
verify-elf: ERROR: ./etc/httpd2/modules/mod_php5.so: ELF object out of allowed directory tree
